Installer not showing User Install Dir Panel

Hi,

I have created a installer using IA2008.

Trying to run that installer on Windows Server 2008 but during installation User_Install_dir panel is not getting displayed. It is getting skipped but in installation summary it is automatically taking system root path.

Again tried that on Windows Xp and it's working fine.

Any solution for Windows Server 2008. That will be helpful.
