Chinese characters on top left corner of error dialog boxes?

Many times, when an error dialog box comes up, in particular, when a custom action error occurs, the dialog box that comes up to warn you about it has meaningless Chinese characters on the top left of the dialog box. Why do they appear, and is there anything that can be done to have it translated in the current installation language?
