'Prepairing to install' when opening an associated file type

Just released a new version of our application. Everything seems installed fine on users PC. Document file type seems associated with icon and the default program is correct.

The problem:
When a user double clicks a document windows fires up a dialog with
'Please wait while windows configures myApp' , then...
'Preparing to install'

This only takes a few seconds and then the application opens as normal but happens every time the user clicks a document.

Looking into the registry all looks well but for the default app opening exe. There is however a new item I've never seen before
' [HKEY_CLASSES_ROOT\PCProSV9100.Document\shell\Open\command] command ' with some indistinguishable hex after it. Removing this item solves the problem of the popup dialogs.

Reading around it seems like it could be something to do with language resource for a custom action (verb)? Either way I can't configure IS9 to not put it in without not having the file association.

Any ideas welcome ?
