Registering InstallShield 2013 Premier

Hi.
I use VS 2013. Some times ago my company have bought InstallShield 2013 Premier, I have installed it at my machine. Yesterday I needed to create setup and i faced to following problem: Installshield was not activated correctly and it was needing to reactivate. Reactivation failed with 50040 activation error. Offline activation congratulated me with successful activation and realy did not do anything.

3. From a command prompt, run the following command: tsconfig.exe /return
4. From a command prompt, run the following command: tsconfig.exe /activate
5. Enter your serial number
i have ran first command and have returned license. after second command i logged to https://flexerasoftware.flexnetopera...rol/inst/index and found that for InstallShield 2013 Premier I have No licenses available. I have found some serial key at Entitlement History page, but if i enter it at activation dialog it wants to register serial number and opens not existing url "http://shop.acresso.com/registration/serials.aspx?sn=......"
What should i do?
