IS2014 Standalone ISCmdBld.exe is not a valid executable

I'm trying to install IS2014 Standalone on a build machine. I previously downloaded and saved the license file, and it appears to have installed correctly. When I try to run IsCmdBld.exe, it fails with the following error:

C:\Program Files (x86)\InstallShield\2014 SAB\System\IsCmdBld.exe is not a valid Win32 application.

Is there a problem with the file in the installer? I've tried this on two different XP64-bit machines, with the same results. The 2013 ISCmdBld.exe works fine.
