System DSN not created as expected

Dear support personnel,

I am in the process of repackaging applications to MSI using InstallShield 2012 Spring Premier. When adding an ODBC DSN resource to an MSI, we found only adding User DSN (SQL Server) is effective, but otherwise adding System DSN using identical attributes is ineffective (Blank result in System DSN after the edited MSI installation). So please try to tell us why and advise a solution. FYI, we have used administrator account and no errors reported all along in our processes.
