Displaying Installation in Foreground

If I open the folder where I put the Setup EXE file and run the Setup.EXE file created using InstallShield it displays the "Preparing to Install" dialog and then disappears behind the folder. The Setup is then blinking on the Task Bar. If I click it then it comes forward. Or, if I close the folder it shows the "Welcome to the Setup Wizard" and I can click Next to continue.

It's not completely in the background, just behind the folder that it was in. This seems simple but how can I keep the Installation in the foreground?
